I believe that property you are referring to is in unincorporated Dade County. The County has a zoning map on its website that would show the property’s designation. Sometimes, it takes local government a while to update the maps on their website. The best bet is to contact the planning division of the County and request the zoning map and any recent updates to the map for that specific property.

I thought that this land was not for commercial use.
How can I find out if the zoning was changed and how was it approved?. There is no information posted at the construction site.
